Exactly how much more power per $ are we talking about with these bolt ons? I hear people talking about a power commander, though I am not familiar with it. Combined with aftermarket exhaust, and K&N, what kind of power improvement can a guy expect, say from a 400 utility?

As a general statement your butt dyno is not going to see as big of gains as your wallet might expect. Thats not to say if parts chosen correctly and matched for the application cannot reap substantial gains in power, but its mostly lack of rider skill or short comings of things like tires, suspension, frame geometry, ect... that most riders are trying to correct with power adders. My opinion is especially in the ute market doing upgrades to make the ATV handle, crawl, mud, climb, and general tuning for the specific rider weight and ability yeild the most gains to the usefulness of the machine. In general the more confident you feel on the machine the faster, more agile or confident you will be as the rider, thus increasing the ability of not only you the rider but the machine itself. This concept has been proven over and over in grueling offroad races and most notably in indoor "Endurocross" races where perfectly matched rider and machine win over sheer horsepower or having the largest displacement.

Wow - I kept waiting for quotation marks or asterisks noting which publication that information came from, but they never showed up! You guys are pretty serious with your much welcomed information. So, if I understand what you are saying, unless I am really itching to drop some change, be happy with what I have unless I want to compete on some level or just have the biggest bad azz on the block.

with an exhast system, air filter and jet kit you could expect around 4-5 HP gain, for some serious gains a port job and high compression kit is what you need.

Also, depending on the make, aftermarket clutch kits will give you more bang for your buck. They don't add power they just allow you to put the power the the ground more efficiently. I'm assuming you have an arctic cat because of your name, however I haven't really seen much for aftermarket clutches for AC but I have seen ads for others, especially Polaris.
I put a full exhaust, clutch kit, K&N, and a carb mod on my sportsman 400 and in a drag it would pull ahead of a 500 one length within 30 feet and hold it.

If you want to get into details list as much info about you, your machine, and your riding habits and or terrain that you primarily ride in. As for best bang for the buck upgrade/modification (speaking strictly for engine power) would be a different (custom) camshaft grind suited for the demands of the engine. For example: if you spend most of the time crawling rocks or tight trails or long straight mud bogs or higher speed hill climbs, each of those 3 situations would require a different cam grind highlighting the RPM range that the engine will spend most of its time. There are several knowledgeable folk on here that can give recommendations. I am of the school of thought that "homebrew" or inexpensive engine and tuning type modifications can pay dividends if applied correctly.

A typical rule of thumb when adding performance parts is $100 per HP. Sometimes this number will vary a bit, but when it's all said and done and you figure up the bill after you have done all you can you will see that the number is pretty close.

Not sure how much more punch you will get out of a 400 cc powerplant, when i piped and jetted my Grizzly i did notice a bit more snap but nothing incredible. That new found growl coming out of the tailpipe (which sounds great i might add) has an alluring mental affect on you, even if there is no real gain it sure sounds impressive! (and thats all that matters, looks are EVERYTHING!!! ) HMF sounds best imho.
