I'm not going to tell you the model to buy, but unless you need a very basic easy-to-ride entry-level sport quad (Which the Phoenix is and Polaris describes it as such), you might want to make a list of competitive machine first, like Blaster has suggested.
If you take the Raptor 250 for example, the Phoenix is almost the complete opposite entry-level machine. Some of the models Blaster mentioned fall right between the two.
I'm going to assume, you can get a GREAT deal on the 2005 Phoenix, so money will ultimately play a roll in your decision.
I think if you (or the person you're buying it for) have anyexperience at all, you may be disappointed. Then again, there are people out there who enjoy this little Polaris. Look at the March 2009 issue of ATV Sport for our complete write up on six entry-level ATVs, including the Phoenix.
Things you could improve on the Phoenix would be adding an exhaust, airbox, shocks and tires and wheels. However, an aftermarket expert once told me if you have to add all this stuff to such a under-powered quad, it may be worth exploring a different (bigger displacement) model to start with.

CPSIA could spell trouble.

It's the acronym for the Consumer Products Safety Improvement Act and it has the potential to do harm to the youth quad segment of the industry. Think of it as the "lead paint act."
Basically, this law was established to control the amount of lead paint in products intended for children. A "Children's Product", according to the Act's definition is any product sold in the U.S. (new or used) that is designed or intended primarily for children 12 and younger.
On February 10, 2009, all of these types of products sold in the U.S., must have a certificate that says the product is in compliance. Anything with lead values of exceeding 600 parts per million (ppm) will be in violation of the law.
Basically, any company with youth products must sell off the products before the deadline or attempt to do so after the deadline (even without certificates) and do so in violation of the new law.
Some may reduce the cost of merchandise in order to sell it before the new law starts.
Some consumers may be able to find a great deal.
Some businesses may choose to ignore the law.
This could potentially hurt businesses that are already struggling to make it.
Should ATVs and motorcycles be lumped in with toys and other children's merchandise?

OK, I think you should run the Precision stabilizer. Older Cats have a unique steering effort/delivery, so I don't know if you're not used to that or if there could be other issues. I also think you need to take a closer look at all the steering components. Examine the steering stem, ball joints, hubs, tie rods, drive shaft, etc.
I called Daryl Rath (Rath Racing) to get his feedback, too, and he agreed. He said, during his AC days, in the WPSA QuadCross events, he only had good results using the Precision unit. He said they never had any luck with the stick-type stabilizers (wouldn't hold up).
Here's the deal if you select the Precision stabilizer. He said George at Precision doesn't offer mounts for the Arctic Cats. However, Rath has them and he said he could hook you up with the entire system. Check him out at www.rathracing.com.

i just picked up a gopro hero wide for around 250, havent tried it yet but from the vids ive seen it looks pretty damn good
We have this camera and it produces wonderful video. You can see some of the footage on our this site (www.atvsport.com). We now need all the various mounting brackets so we can get a view of the rider from the front bumper and rear grab bar as well as mounting it to the nerf bar for suspension footage. It mounts to a helmet with ease. The suction cup is a cool part to have too. I've also used it for recording my buddies band and it did fine, too.

ATVs in 2009 and beyond (The Obama years)

We here at ATV Magazine and ATV Sport love our jobs and are ATV enthusiasts like many of you. We read reports from the NOHVCC and the Blue Ribbon Coalition that state off-road users and vehicles could face their toughest years yet in terms of the amount of trails we will have as well as legislation (possible changes to current system).
We wonder how many of you think our next four years will go and how they may affect the next decade.
Please keep your opinions clean and thoughtful. Political bashing aside, we want to hear your thoughts and any possible positives or negatives you think could happen.

This can be an ATV you currently own or one you've always dreamed of owning. Regardless, we want to hear from you and learn about your reasoning for liking a certain model and your thinking process about the current crop of quads out there. Although, I'd like every ATV to be a sport model, I realize not everyone rides one, so if your favorite ATV is a 4x4 utility mudder or a UTV, share that with us too.
